Short-Term Energy Outlook

Global oil markets. Global oil markets will remain relatively tight through the middle of 2025 before gradually shifting to oil inventory builds later this year. We expect global oil inventories will fall in the second quarter of 2025 (2Q25) in part due to decreasing crude oil production in Iran and Venezuela. As a result, the Brent crude oil spot price in our forecast rises from about $70 per barrel (b) to $75/b by 3Q25. However, we expect oil inventories will build and place downward pressure on crude oil prices in late-2025 and through 2026 when we expect OPEC+ unwinds production cuts and non-OPEC oil production grows. As a result, we forecast the Brent crude oil price will fall to an average of $68/b in 2026.

In December 2024, dry natural gas production increased year over year for only the second time in the past 10 months. Preliminary dry natural gas production in December 2024 was 3,278 billion cubic feet (Bcf), or 105.7 billion cubic feet per day (Bcf/d). Production was 0.2% (0.2 Bcf/d) higher in December 2024 than in December 2023 (105.5 Bcf/d). Dry gas production was the highest for the month (and the second highest for any month) since 1973, the earliest year in this data set. Gross withdrawals also increased from December 2023.

Angola Country Analysis Brief

- Angola was the second-largest total liquid fuels producer in sub-Saharan Africa, after Nigeria, in 2024 production. Angola's economy is largely based on hydrocarbon production, making it vulnerable to crude oil price swings. Angola primarily consumes hydroelectricity and fossil fuel-derived fuel sources to meet its domestic needs for power generation.
- In December 2023, Angola announced that it would leave the Organization of the Petroleum Exporting Countries (OPEC) effective January 1, 2024, following OPEC’s decision in November 2023 to reduce Angola’s crude oil production quota from its June 2023 level of 1.3 million barrels per day (b/d) to 1.1 million b/d starting in January 2024. Angola had been a member of OPEC since 2007. Angola’s exit from OPEC could provide the government more flexibility to revitalize hydrocarbon upstream development to address declining production stemming from maturing fields and a lack of upstream investment.

Data in the February 2025 Electric Power Monthly (EPM) are for December 2024, when net generation in the United States increased 3.4% from December 2023. Consumption of coal for power generation was up 10.6% compared with the previous year. The average residential retail price of electricity was up 3.6% from December 2023. Also, for all months of 2024, adjustments were made to the imputation of non-sampled utilities who complete the Form EIA-861 long form, which may have caused a change in the sector allocation of electricity.

Global oil inventories. We expect OPEC+ production cuts will reduce global oil inventories and keep crude oil prices near current levels through the first quarter of 2025. Gradual increases in production combined with relatively weak global oil demand growth will increase global oil inventories in the second half of 2025 through 2026, placing downward pressure on prices through the remainder of our forecast. As a result, we forecast that the Brent crude oil price will average $74 per barrel (b) in 2025 before falling to $66/b in 2026.
