Alternative Policies for Carbon Fee Cases

Aug 22, 2022
This Issues in Focus article presents a series of cases that apply carbon fees on energy-related carbon dioxide (CO2) emissions. We examine how economy-wide carbon fees influence total, sectoral, and fuel-specific energy-related CO2 emissions, as well as fuel prices. We also examine how the effect of carbon fees varies under different assumptions on macroeconomic growth.

OPEC Revenues Fact Sheet

Aug 22, 2022
We estimate that OPEC members earned about $566 billion in net oil export revenue (in 2021 dollars) in 2021. OPEC’s 2021 net revenue is a 76% increase from 2020, when OPEC net oil export revenue totaled an estimated $322 billion, which was the lowest revenue since 2003. The increase in net export revenue in 2021 can be attributed to a combination of increased OPEC production and higher crude oil prices during the year.

Short-Term Energy Outlook

Aug 9, 2022
The August Short-Term Energy Outlook (STEO) is subject to heightened uncertainty resulting from Russia’s full-scale invasion of Ukraine, how sanctions affect Russia’s oil production, the production decisions of OPEC+, the rate at which U.S. oil and natural gas production rises, and other contributing factors. Less robust economic activity in our forecast could result in lower-than-forecast energy consumption.

South Sudan Country Analysis Brief

Aug 9, 2022
Sudan and South Sudan’s oil sectors play a vital role in both economies and are closely linked; most of the oil producing assets are near or extend across their shared border. Oil production in Sudan and South Sudan declined because of continued domestic political instability in both countries following South Sudan’s secession from Sudan in 2011. Disruptions in oil production and disputes over oil revenue sharing have negatively affected both economies; disputes over the Abyei area and the Heglig oil field between the South Kordofan state in Sudan and the Unity State in South Sudan have been particularly contentious because these areas have strategic importance for the oil sector and have agricultural resources that both countries heavily use, adding another layer of complexity to the disputes.

South Africa Country Analysis Brief

Aug 2, 2022
South Africa has a large, energy-intensive coal mining industry and mostly uses coal to meet its energy needs, given the country’s limited proved reserves of oil and natural gas. South Africa also has a sophisticated synthetic fuels industry, producing liquid fuels from its coal-to-liquids plant in Secunda and its natural gas-to-liquids plant in Mossel Bay. Although South Africa has a high level of access to electricity relative to other sub-Saharan African countries, its electric power sector experiences frequent power outages as a result of insufficient investment in the infrastructure. South Africa is seeking to diversify its power generation mix by attracting investment in renewable energy sources, but coal will likely remain the main fuel source to meet its energy needs for the near future.
