We are searching for candidates who qualify as statisticians, mathematical statisticians, economists, and general engineers. Although we prefer degrees in mathematics, statistics, economics, operations research, and engineering for entry-level positions, degrees in social sciences or business may qualify as well, especially if you have an emphasis on statistical data gathering and analysis. We also are looking for graduates who have taken courses in regression and linear modeling, in exploratory data analysis, and in econometrics.

Beyond the technical qualifications, we seek intelligent, flexible, and motivated employees who have good team skills and who like to think critically, innovate, and solve problems. Effective writing skills are also a definite plus.

Enterprise Frame Manager

This position will reside in the Frame Management Team (FMT) within the Office of Survey Operations (OSO). The primary responsibility includes acting as a Program Manager to oversee and execute Enterprise Frame activities for EIA Electricity surveys. The Enterprise Frame Manager will craft and maintain the frame for electricity surveys, guaranteeing accuracy in representing the target population and fulfilling survey objectives. They will collaborate with internal stakeholders such as math statisticians, contract support, and subject matter experts to ensure robust research and alignment of the electricity frame with survey goals and metrics. They will develop and implement quality assurance protocols to validate the accuracy and dependability of the electricity frame, employing data validation methodologies and third-party resources as needed. The enterprise Frame Manager will ensure alignment of frame business processes with the enterprise Frame Business Process Model, and identify strategic opportunities to consolidate and standardize the electricity frame within the organization's primary frame system.

GS 14  Survey Statistician,  Economist,  Operations Research Analyst, Mathematical Statistician   Survey Quality Team (SQT)

Enterprise Data Quality Manager.

This position will reside in the Survey Quality Team (SQT) within the Office of Survey Operations (OSO). The primary responsibilities of the Enterprise Data Quality Manager are providing guidance and support to all Data Quality Analysts within OSO. The Enterprise Data Quality Manager will establish and maintain rigorous quality control processes, utilizing experience with identifying and rectifying errors, inconsistencies, and anomalies in the data, and implements measures to ensure compliance while safeguarding sensitive information throughout the data quality process. They will develop standardized procedures to streamline data processing workflows, promoting consistency, accuracy, and efficiency in data processing. They will lead the management and implementation of approved Data Sharing Agreements.  They will coordinate with the Office of Statistical Methods and Research (SMR) about imputation methods, and confirm the statistical validity of those imputation methods. And the Enterprise Data Quality Manager will be responsible for training OSO Data Quality Analysts by producing training materials and conducting training on how to comply with OSO quality analyst standards and best practices.

GS 14  Survey Statistician,  Economist,  Operations Research Analyst, Mathematical Statistician  Petroleum & Natural Gas Data Team WPSR Program Manager

The WPSR Program Manager will coordinate the overall execution, monitoring, and controlling of the Weekly Petroleum Status Report (WPSR). They will research and reconcile anomalous data issues, examine data aggregations, perform data consistency checks, and assess third party data to ensure that data are publication ready. They will coordinate meetings to address status, key issues, and risks, and provide strategic guidance and direction on tasks and priorities to manage the project schedule and scope. This position will work with developers and operations staff to ensure proper operation of system components and produce recommendations for process improvements. They will coordinate on issues of interdependency with other programs or projects.

Skills and knowledge for this position include project management, the ability to work collaboratively, adaptability, problem-solving, and strong written and oral communication.  Knowledge of petroleum products is preferred but not required.

GS 14  Survey Statistician,  Economist,  Operations Research Analyst, Mathematical Statistician  Petroleum & Natural Gas Data Team

Interdisciplinary Program Manager

This position will lead petroleum and natural gas product teams to identify areas for improvement, streamline operations, ensure consistency, and potentially automate processes. They will systematically document and analyze existing publication processes to identify inefficiencies, bottlenecks, and other issues. They will collaborate with inter-office stakeholders to gather requirements for process changes. They will coordinate on issues of interdependency with other programs or projects. This position may also include primary accountability for specific EIA products.

Skills and knowledge for this position include project management, the ability to work collaboratively, strong organization skills, creative problem-solving, the ability to lead diverse teams, and strong written and oral communication.  Knowledge of petroleum and/or natural gas products is preferred but not required.
